Telegram, the messaging giant, has asserted its full compliance with European Union regulations, particularly the stringent Digital Services Act, while emphasizing that its content moderation practices adhere to “industry norms” and are subject to continuous improvement.
“Telegram strictly adheres to EU regulations, including the Digital Services Act—our moderation practices align with industry standards and are perpetually evolving,” the company declared in a recent statement. The firm further noted, “Telegram’s CEO, Pavel Durov, maintains transparency and frequently travels across Europe.”
This statement was released shortly after CEO Pavel Durov’s arrest by local authorities at a French airport. The arrest is linked to a criminal complaint targeting the platform’s content moderation efforts, which French law enforcement considers insufficient.
Although formal charges have not yet been detailed by prosecutors, initial reports suggest that Durov and Telegram are being held accountable for criminal activities allegedly orchestrated or disseminated via the platform.
“It is preposterous to assert that a platform or its proprietor is responsible for the misuse of that platform,” Telegram responded in an official statement.

Following the media reports of Durov’s detention, the Russian embassy in France sought immediate clarification from French authorities, requesting protection of Durov’s rights and consular access. “To date, the French authorities have not cooperated on this matter,” the embassy said in a public statement.
Telegram also referred to a March 2024 post by Durov, in which he anticipated that the company would encounter challenges related to its moderation practices during its growth trajectory.
“All major social media platforms are vulnerable to criticism because of the content they host. I can’t think of any prominent platform whose moderation has been consistently lauded by mainstream media,” Durov wrote at the time.
He further remarked on the historical challenges faced by Meta, saying, “The media coverage of Meta’s moderation efforts has been overwhelmingly negative for much of its existence. Notably, Meta was the first social media company to surpass a trillion-dollar valuation. Telegram will likely face similar hurdles as it continues to grow beyond legacy platforms.”
The crypto community has rallied behind Durov, with notable figures like Justin Sun of Tron offering support. Sun proposed a $1 million donation to a decentralized autonomous organization (DAO) dedicated to securing Durov’s release, provided it is established in a decentralized manner with sufficient community backing.
Meanwhile, Toncoin (TON) has slowed its losses, currently down by 2.45% according to data from CoinDesk Indices.
